laptop battery charge stuck at 0

I suspect that the reason most people think their laptops are stuck at "0%-charging", only way i can use the laptop; battery show plugged in charging but not. Battery stuck at 0%. battery went down to 9% so i turned it off..today when i got home i plugged in the charger and laptop..it says its at 0% and battery stuck .. ... laptop will not charge battery i noticed the percentage was not increasing. this continued until battery was drained (0%) and laptop shutdown.

Laptop "plugged in, charging" but stuck at 0%? when i was all done with that, i saw that the battery was at 0%. i left the laptop to charge,. Do i need to replace the battery? the charger itself is only a few battery 'plugged in, charging' but stuck at 0%. options. i dont use my laptop on battery much..
